PROFILE / Richard Scott Hoaglund

Technical product owner. Strategic facilitator. Agile leader.

I connect business priorities with engineering and help teams turn complex requirements into practical next steps. My experience spans more than 30 years of software engineering, technical leadership, and product ownership for AOL and Yahoo branded products.

A career connecting the pieces.

From November 1994 to March 2026, I worked on AOL branded products, later expanding to both AOL and Yahoo brands, including during Verizon ownership. My career grew from customer and technical support, account management, and software engineering into engineering leadership and technical product ownership.

From 2008 to 2017, I served as a software engineering manager and front-end lead, helping developers move from proprietary AOL scripting languages to modern web standards. I stayed involved in backend system configuration as the team and technology evolved.

From 2018 to 2026, my work spanned technical project, program, and product roles. As a technical product owner for subscription products, I managed technical roadmaps and billing integrations and connected external partners with engineering, design, and marketing teams. My responsibilities included bringing products in-house, modernizing code, prioritizing an initial release, and holding partners accountable.

I use Scrum and Kanban to help teams clarify priorities, develop useful user stories, and remove delivery obstacles. I previously earned Scrum Alliance Certified ScrumMaster (CSM) and Certified Scrum Product Owner (CSPO) certifications; neither is currently active. I continue developing my knowledge of cloud infrastructure, Linux administration, and network security.

Outside my professional work, I manage a private Linux-based home lab and build personal projects with frontier AI models and locally hosted open-weight models. Those projects include LoudounDeals.com and a repeatable development pipeline for exploring AI-assisted development and automation.

How I contribute

  • Work Intake & Prioritization: Establishing transparent request workflows, dependency mapping, and backlog health across integrated departments.
  • Pragmatic Agile Delivery: Adapting Scrum and Kanban ceremonies to match each team’s operational maturity without dogmatic overhead.
  • Cross-Functional Facilitation: Serving as a neutral, trusted partner aligning business stakeholders, Corporate IT, engineering, and external vendors.
  • Technical Stewardship & UAT: Leveraging engineering roots to troubleshoot edge cases, remove delivery blockers, and validate user experience before launch.
